Active Policy Solutions works to advance the legislative and advocacy goals of its clients and has experience obtaining results.
- Supported the introduction of the Higher Education Mental Health Act of 2019 (S. 1204/HR 3489) to establish a national commission to study the mental health concerns facing students at institutions of higher education.
- Guided the grassroots advocacy of the PLAY Sports Coalition, leading to the introduction of the COVID-19 Youth Sports and Working Families Relief Act (HR 7562) which would provide a loan relief program for youth sports providers to weather the storm brought by the COVID-19 pandemic.
- Obtained key legislative support to set up a state pilot program for a client’s movement based learning platform. To do that, APS met with targeted state legislators and garnered support from key committee chairs, drafted legislation, solicited support from legislators for the bill, we were set for successful consideration in both chambers and was to be funded until the coronavirus interrupted the state’s legislative schedule and annual budget. Depending on further impacts from the coronavirus, APS has strong commitments to bring forward the legislation in the next session.
- Helped advance the reauthorization of the National Center for College Students with Disabilities (NCCSD) by garnering needed support to introduce the RISE Act in the House and Senate and helping secure its inclusion into the House Education and Labor Committee’s passed Higher Education Act (HEA) reauthorization bill.
- Provided federal legislation/regulations analysis and summaries for clients such as:
— U.S. Department of Labor’s overtime Final Rule
— College Equity Act
— College endowment excise tax guidance from the Treasury Department
— House Democrats’ Higher Education Act reauthorization bill
— Higher Education and Success for Homeless and Foster Youth Act - Facilitated joint comments on behalf of higher education clients addressing:
— U.S. Department of Education’s Title IX, sexual harassment Proposed Rule
— U.S. Department of Labor’s overtime Proposed Rule
— Secured new guidance from the Department of Education to clarify that schools can partner with single
sex organizations like our client, Girls on the Run.
— On behalf of Up2Us, secured a Government Accountability Office study to examine the state of physical education and athletic opportunities for students in secondary and post-secondary educational institutions.
— On behalf of the DC Athletic Trainers Association, negotiated several major legislative changes to an omnibus Washington, DC health regulation bill that had been signed into law prior to our representation that had potentially severe consequences for athletic trainers if unchanged.
— Working with USA Cheer, developed and executed a strategy to create a new collegiate and
high school sport for women (STUNT), which has grown to span over 50 colleges and universities and ten high school athletic associations.
— For the USTA, created the Congressional Tennis Caucus to provide a forum in Congress to discuss
the critical role that tennis can play in advancing healthy lifestyles, improving educational outcomes, and supporting our military.
